WORKING CONDITIONS & PHYSICAL REQUIREMENTS
The successful candidate must successfully pass a RGS Baseline Medical Exam
- Must be willing and able to perform indoor and outdoor work activities related to inspecting construction work sites, including:
- Exposure to inclement weather, heat, humidity, dust and asphalt.
- Noise levels which can be extreme when checking safety conditions at job sites.
- Regularly working near moving mechanical parts.
- Ability to stand and walk for extended periods of time and perform under adverse field conditions.
- Exposure to inclement weather, heat, humidity, dust and asphalt.
- Must be willing and able to work a varied schedule, including nights, weekends and holidays.
- Must be willing and able to travel up to 90% of time, often for 5-6 days at a time.
- Must be willing and able to drive a vehicle to multiple locations /geographic areas.
The Construction Inspector oversees, monitors and inspects pipeline construction activities to ensure requirements of design, drawings, specifications, regulations and industry practices are being met in a safe, efficient and environmentally sound manner. This position delivers quality assurance of all construction activities providing confidence that requirements are consistently fulfilled. This role serves as the principal means of assuring work and material quality during construction project activity.
The Construction Inspector: Works with limited supervisory involvement, and exercises a considerable amount of independent decision making and; May perform inspections in multiple gas operating divisions.
DUTIES AND RESPONSIBILITIES:
In performing the following duties and responsibilities, the Construction Inspector adheres to all safety and environmental guidelines; client Construction Standards and industry practices, and; promotes a positive safety culture and environmental awareness:
Provides field oversight for contractor crews performing job activities associated with the construction and installation of natural gas pipelines and appurtenances.
Makes responsible decisions in the field for the required work to be accomplished.
With the project Engineer determines the appropriate resource requirements, such as labor, materials, equipment, etc. ,
With the project Engineer coordinates material orders and deliveries for contractor crews
Verifies contractor as-built drawings, information and completed installation of facilities and validates reconciliation of materials.
Construction Inspection/Quality Assurance
Inspects construction activities for quality assurance of design and regulatory requirements.
Ensures project permitting requirements are followed, including pre- and post-project notifications;
Ensures all EPA and environmental requirements are met as they pertain to our natural gas distribution system.
Monitors job performance and makes independent judgments related to continued quality and safe work performance having authority to adjust the construction process and to halt jobs if necessary.
Documents and reports inspection findings and construction activities to meet client Construction Standards, industry practices, and safety and environmental guidelines, communicating to appropriate project Engineer as necessary.
Identifies problems, provides recommendations for solutions and improvements and implements changes as approved.
Ensures with/for the project Engineer, each contracting company/contractor employees Operator Qualification records, including the current plastic fusion and/or welding certification documentation, are current and in compliance prior to work being performed.
Performs and records job site safety inspections.
Performs additional assignments as needed
EDUCATION, EXPERIENCE AND LICENSES/CERTIFICATIONS:
Valid high school diploma or valid GED.
Current, valid driver license with a good driving record.
Minimum of five (5) years of direct work experience in a related field operations capacity, with responsibility for the installation of natural gas transmission/distribution piping and appurtenances as described in this position description; experience working as a Pipeline Welder and/or Pipeline Welder Inspector using API Standard 1104 Guidelines is a definite plus.
Associates degree in Construction Management, or in a related field of study, from an accredited institution
Additional years of direct work experience as described in the required experience above.
Ten (10) years of direct experience highly desirable.
Excellent interpersonal, leadership and project management skills.
Proficient in oral and written communication skills with the ability to express and exchange ideas clearly and concisely.
Knowledge and ability to apply good judgment to effectively assess and recommend solutions in day-to-day activities and emergency situations.
Proficient skills in Microsoft Outlook, Excel and Word.
Knowledge and understanding of complex map reading.
Ability to perform mathematical calculations and prepare reports.
Must have a thorough knowledge and understanding of:
Natural gas distribution practice,
All welding standards and requirements as included in CFR Title 49 Part 192, API Standard 1104 and FPSC Rules FAC Chapter 25-12;
Requirements of CFR Part 49, Section 192.461 External Corrosion Control: Protective Coating, as well as the R-65/F1 Pipe Coating qualification requirements and field application process;
Electronic Holiday Detection equipment, including operator qualification requirements in accordance with manufacturer’s instructions, as well as proper voltage settings;
OSHA 29 CFR, Part 1926, Subpart P Excavations (Trench Safety);
OSHA 29 CFR 1910.146(G) (1) Confined Space Entry;
Plastic pipe fusion processes including Butt Fusion, Socket Fusion, Saddle Fusion and Electro-Fusion;
Proper trenching and backfilling practices.
Trenchless technologies, including boring and jacking and directional drilling methods and practices;
Field surveying and GPS data gathering equipment;
Tapping and stopping operations
Within 6 months of hire date, must have the ability to acquire the knowledge of:
Municipal, county and local codes
Client Construction Standards and DIMP requirements
- Mueller E-5, D-5 and C1-36 tapping and stopping equipment (optional)
