Frank Libutti, Lieutenant General, USMC (Ret.)
President & Chief Executive Officer
Mr. Libutti brings the discipline and commitment of 35 years of highly decorated service in the U.S. Marine Corps to Renaissance Global Services. A graduate of The Citadel, he served in several high-impact assignments, including Vietnam and Somalia, where he oversaw more than 80,000 Marines. Among his extensive roles in the public and private sectors, Libutti was the New York Police Department’s First Deputy Commissioner of Counter-Terrorism, oversaw the U.S. Department of Homeland Security intelligence operations as Under Secretary for Information Analysis and Infrastructure Protection, and was Chairman & CEO of Digital Fusion, an engineering and technology firm. Currently, Libutti focuses on Renaissance Global Services’s environmental restoration, energy efficiency operations and strategic security solutions. His philosophy is rooted in family and supporting the efforts of our veterans.
Thomas C. Zetkulic, PP, AICP, PMP
With an established background in environmental planning, restoration and remediation, Mr. Zetkulic has more than 30 years’ experience managing multi-disciplinary projects in this arena. He has worked with a variety of organizations and companies in all facets of project management. He is a licensed Professional Planner and certified Project Management Professional (PMP) and holds masters’ degrees from Rutgers University and Oregon State University. With Renaissance Global Services, Mr. Zetkulic manages a team of specialists in a variety of concentrations in the real estate, pharmaceutical and utility sectors to ensure the most thorough, efficient and environmentally sound development for every project.

Joseph J. Grano, Jr.
Mr. Grano is Chairman and CEO of Centurion Holdings LLC, which provides consultation services to private and public business to assist in strategy, planning, development and management. One major focus for the company is sustainability and energy efficiency programs, risk assessment and due diligence. Mr. Grano has served as Chairman of the Homeland Security Advisory Council and is a decorated veteran.
Anthony Sartor, PhD, PE, PP
As former CEO and now Executive Chairman of the engineering and architecture firm Paulus, Sokolowski & Sartor (PS&S), Mr. Sartor lends more than 50-years as a consultant to RGS. His work with National Grid, a Fortune 500 company, allowed him to manage revenues of up to $1 billion on projects ranging from home and commercial energy services, to engineering and planning services. His knowledge is an imperative resource to Renaissance Global Services.
John Sartor, PE
Mr. Sartor is CEO of PS&S. He has played a key role in delivering some of the most successful brownfield redevelopment projects in New Jersey, including the redevelopment of the Hoboken Waterfront and development of Atlantic City’s Borgata Hotel and Casino. PS&S is a growing firm, with more than 250 employees and two main offices in the region, serving a multitude of sectors including real estate, hospitality and utilities.

Renaissance Global Services has an established heritage of quality project coordination and management delivery on a variety of ventures ranging in scale and scope. From procurement to energy management, to on-site project oversight, every project is directed with leadership, discipline and skill.
Renaissance Global Services currently works closely with leading global biopharma companies for on-site project management services, including acting as owner representatives for their capital projects. Project managers support all aspects of construction oversight and programming of the companies' pharmaceutical campus developments. Renaissance Global Services manages a variety of life sciences and pharmaceutical projects that range in scope and complexity in the $1 million to $10 million mark. Our team members consistently delivering on project demands, garnering performance recognition and awards at every level.
To meet the demand of stringent natural gas pipeline inspections, Renaissance Global Services' qualified personnel provides inspection support for utility company construction programs throughout the New York and Pennsylvania regions. With the firm’s full-service capabilities, personnel were matched to projects based on pertinent experience and appropriate qualifications and certifications to monitor multiple projects simultaneously. Additional engineering and technical support was provided to supplement construction on projects on an as-needed basis.
Superstorm Sandy Recovery
The firm coordinated with a Fortune 500 real estate management firm to track contractors executing Superstorm Sandy recovery with New York City Rapid Repairs, a program to help residential property owners rebuild after suffering storm damage. Renaissance Global Services consulted on contractor performance and cost analysis, while weighing-in on potential project pitfalls and challenges. As part of the efforts, Renaissance Global Services was able to identify billing inconsistencies and materials theft, which saved funds and streamlined the program to reinforce integrity and honesty on behalf of NYC Rapid Repairs.
Passaic Valley Sewerage Commission
Renaissance Global Services worked with the Passaic Valley Sewerage Commission to coordinate and document efforts as part of Superstorm Sandy recuperation of a 14-acre plant. The firm’s team of experts performed field surveys and reviewed documentation to identify affected conditions, reporting findings to FEMA for more effective recovery and repair. In addition, PS&S Global helped put a mitigation plan into place and spearheaded a baseline environmental and cultural resource survey on behalf of FEMA, which ensured that practical means and measures to protect, restore and enhance the environment in the event of future disasters were employed to the best efforts possible.
Federal Business Centers
In a continued partnership, PS&S Global has worked with Federal Business Centers (FBC) in New Jersey for large-scale site remediation and restoration. A large-scale effort, the earliest project included the preparation of a General Development Plan to decontaminate a site while taking natural resources and protected areas into account, including tidal waters, flood hazard areas, wetlands and other sensitive areas. Environmental activities are conducted under oversight of a Licensed Site Remediation Professional to meet regulatory standards. Many included conceptualization, design and construction, all executed on a fast-track of two years or less.

The best candidates for this job perform capital projects management activities at multiple sites simultaneously. This individual will support every aspect of the assigned pharmaceutical facility/campus construction projects—varying in size, scope and complexity, with costs ranging from $1M to $10M—to ensure successful completion upon delivery. Interested candidates must be familiar with client needs and operations in the pharmaceutical/life sciences arena.
Project Managers - Environmental Consulting
This position requires management of multiple diverse environmental projects simultaneously, including senior-level oversight and expert technical input on complex execution. Candidates are expected to manage client interaction, financial and resource allocation, and supervise technical staff. Candidates must be familiar with client needs in retail petroleum or be accustomed to handling large volumes of similar product.
In this role, you will provide senior-level management and expert advice on a portfolio of diverse and complex environmental projects. This position requires client maintenance, financial and resource allocation, and technical staff supervision. You will be expected to take an active role in stakeholder groups, interacting with operation and support teams to ensure streamlined communication of technical requirements while meeting deadlines. Proactive identification of technical improvement initiatives is strongly encouraged and ability to identify and interpret new federal and state guidance and regulations while champion shared best practices is expected.
The Construction Inspector oversees, monitors and inspects pipeline construction activities to ensure requirements of design, drawings, specifications, regulations and industry practices are being met in a safe, efficient and environmentally sound manner. This position delivers quality assurance of all construction activities providing confidence that requirements are consistently fulfilled. This role serves as the principal means of assuring work and material quality during construction project activity. The Construction Inspector: Works with limited supervisory involvement, and exercises a considerable amount of independent decision making and; May perform inspections in multiple gas operating divisions.
