Project Description

RGS, as logistics construction manager, planned, procured, outfitted and activated the equipment, furniture and fixtures, and transitioned several medical departments and personnel, for this new 72,000 outpatient clinic. Managed logistics and project support for planning, outfitting and transitioning the staff and patient services associated with the new facility. Our full-service project and construction management efforts included comprehensive project management support services; design and planning services; comprehensive FF&E planning support; acquisitions services; concept of operations and transition planning; relocation services; installation services, and strategic communication support services. The project activated a new Community Based Outpatient Clinic (CBOC), moving legacy services to a new leased location within a half mile of the existing medical center. The new CBOC building includes approximately 72,000 net usable square feet with approximately 465 parking spaces. Site development included clinic space for: women’s health; multi-specialty; audiology and speech pathology; dental; eye; mental health; physical medicine and rehabilitation; prosthetics service; whole health; radiology service; pharmacy service; pathology and laboratory service; logistics; and lobby/communal areas/reception areas/toilets. RGS developed over 90 procurement packages for the various clinics, valued at nearly $9MM. RGS performed relocation services, warehousing management services, installation, testing and training and final turnover, close-out and post occupancy evaluation services for the facility. Our PM/CM services included weekly coordination with the owner and the government contractor responsible for full facility construction services.

 

Construction

RGS executed the IOTA contract per established strategies and plans, supported all program milestones and provided support for briefings and meetings as required. Specific services performed as part of our logistics PM/CM contract were:

  • Developed and maintained a SharePoint-like site for project documentation and information sharing, organized in a logical manner to tract project schedules, project reports, and management plans.

  • Developed and managed an Activation Integrated Master Schedule (AIMS) to coordinate the Activation Project Schedule, IT Project Schedule and Construction Schedule

  • Developed the Project Management Plan to assess risks, constraints, and uncertainties defined early in project requiring mitigation strategies for success.

  • Submitted the Risk Management Plan including an itemized listing of projects specific risks, challenges and perceived problems that are anticipated to threaten the project.

  • Developed and maintained the Change Management Plan for the Design and Construction Phases, with the purpose of minimizing cost and schedule risks associated with changes to the project scope.

  • Provided our own basis of design room typicals, salient characteristics, data sheets, room by rooms lists to support FF&E procurement.

  • Verified that the as-designed MEP will support the new design and identified potential issues related to required utilities for planned FF&E; verified that design meets with applicable state, local, and federal requirements (e.g. ADA, Building Codes, NFPA 101,etc.).

  • Performed physical inventory of all existing FF&E, medical equipment, and IM/IT systems to identify FF&E for reuse in new facility.

  • Developed the Acquisition Plan to include a procurement package list (how the procurement packages should be organized), how many packages are anticipated to be needed, milestone dates to ensure the FF&E is available to meet the construction project schedule, and any identified associated risks and mitigation suggestions.

 

Drawings and Documentation

RGS’s team worked with the government contractor continually through the construction process to ensure that the build schedule conformed with the intended activation timeline; room layout drawings were adapted to meet medical end users’ needs and support the FF&E procurement process.

RGS is a 100% SDVOSB and we utilized our joint venture partner as SBE and our interior designer as WBE, to achieve nearly 100% participation by diversity suppliers to complete the contract deliverables.
